THESIS
of the free tourist zone ( FTZ ) in the places of inhabiation of aboriginial
scanty nations of the North.
FTZ is a temporary ( 25 years ), artifical territorial formation
with a particular order of nature use, taxation, financial and
standard-administrative regulations that affect tourism regiments
and production activities within its bounds.
Within the framework of and for the duration of FTZ being active
any physical or juridical party (regardless of its citizenship,
registration place and forms of proprietorship) in charge have the
following in indisputable announcing form:
- Free of charge usage of any route or territory for tourism.
- Allowed routes and tours arrangements including real property
provisions exclusively for tourists attendance.
- Warranties to get permissions to use animal and floral resources
within the factual limits which are territory assigned ( licences,
ticket, hotel voucher and so on ), along with a number of other
services essential for tourism organiziation and realization
(transprotation, hotels, comminication...) in the form and by the
value stated on the medium level as if for the industrial establishments
of the region.
- Warranties for absolute tours, routes and other tourist arrangements
organization and realization as well as unbound service expenses
determination.
- Warranties to get a permission along with the rest of documents (including
taxes dispensation) for import of materials, equipment and so on, designed for
use in the FTZ on the purpose of tourism organization and making (yet without
the charter to sell it) absolutely free of charge.
During the organizational phase (5 years):
- Free of charge usage of any route or territory for tourism.
- Taxes dispensation and other remands off the activities of
organizing, making and servicing the tourism are granted.
- Free of charge permission (including taxes dispensation)
and other background papers procuration for export of traditional
ASNN fabrications (bound to personal use only) and tropheys away
from the FTZ outwards the Russian Federation is garanteed.
Due to the agreement of preferential presence within the FTZ (within
the bounds and on the basis of):
- Free of charge occupancy with upto 25 years term of any
available territory and route for organization, service and
realization of tourism.
- Countervailing warranties and direct FTZ tourism investments
insurance are granted.
- Insurance warranties on the impersonal tour disruption and
detriments allowed to a client are granted.
- Granted comedown of tour transport expenses is accorded.
- Granted comedown of licence and tour authorizations costs.
- Taxes and other pay-off dispensations off the acitivity of
tourism organization, realization and clientele servicing for
the duration of FTZ attendance.
- Free of charge permission (and other background papers, including
taxes dispensation) procuration for export of traditional ASNN
fabrications (bound to personal use only) and tropheys away from the
FTZ outwards the Russian Federation.
Agreement concerning the prefential attendance within the FTZ is
transacted jointly with the announcing party, Administration of the
Russian Federation subject, Administration of the FTZ containing
region and ASNN Association of the Krasnoyarsk territory.
Realizations of the FTZ Thesis and preferential FTZ attendance
Agreement are actualized by the department of international tourism
of the ASNN Association of the Krasnoyarsk territory under the
thorough moderation of negotiating parties.
INFORMATIVE NOTE
to the FTZ Thesis project
At evaluating the situation active in exotic and game tourism
on the North of the Krasnoyarsk territory one should note:
- Despite the general aspects of the territory, its natural
geographical and otherwise capabilities are not unique and
do not primarily appeal for the tourist's attention.
- In gargantuan rivalry from similar level exotics and capabilities
territories, when there's something like the tourist multitute attendance
inertia (of well-known, well recognizable, acknowledged, explored with
an admitted warranties and service standard), the territory's North is
practically unheard-of, unexplored, unresided while the tourism practice
meets no standards and allows no garantees to either an operator or
a client.
- The accredited international practice is application of State
protective measures to help attract and develop the tourism,
while the only measures adopted in the North are ones of blocking
and humpering the active tourism development, its existence in the
first place.
FTZ THESIS:
in part 1:
- Is bent towards granting not foreground but the same with the rest
of clients capabilities and disposing of obligations directly baffling
mere tourism existence.
- Is not ecologically harmful as well as intends no harm to local
inhabitants, since the exploration happens within specified limited
bounds ( in case of failure of exploration run by the local people ),
and in trade object quarry (exploration) by means of tourism more
services and means are fetched rather than in traditional local quarries.
And furthermore the local people are played up in the process gaining
both collateral (following traffic, production market and so on) and
direct (by allowing usage of equipment and provided services qua guides,
huntsmen or interpreters) profits.
- Is purely declarative, meant to create an attractive looks in the
eyes of the potential investors and tourist providers.
